April package analysis
Each year in April, the European Commission releases a communication on development cooperation, normally referred to as “the April Package”. It is also often known as the Monterrey communication because it monitors progress towards achieving the EU commitments made in the framework of the Monterrey Consensus (2002), which was recently revised in the UN Conference in Doha (December 2008).
The package is usually made up of a series of “staff working papers” which measure progress on different aspects of the European development agenda. The contents of these working papers then goes to make up some of the language in the conclusions of the General Affairs and External Relations Council meeting of Development Ministers in May – the same lobby target we have for the AidWatch report. The working papers also set out what the Commission and the EU Member States are committed for the rest of the year in terms of their development objectives. It is always important therefore, to try and influence the contents of the working papers.
