Financial crisis is used as an excuse to reduce development aid: According to Rubén FERNANDEZ, Member of La Mesa de Articulación, National Associations and NGO Networks in Latin America and the Caribbean, some countries have used the financial crisis as an excuse to reduce development aid. But the crisis can not explain long-term cuts: some countries have reducing their aid for years.
