Food security

The issue

Food security is an issue with many facets, ranging from sustainable agriculture to the debate on genetically modified foodstuffs. The 1996 World Food Summit established the goal of halving the number of undernourished people in the world by the year 2015. Progress (or the lack of it) is monitored by the 'Food and Agricultural Organisation of the United Nations' (FAO) and published annually in a special report.

CONCORD viewpoint and activities

The CONCORD European Food Security Group (EFSG) aims in particular at feeding policy advocacy with good practice. The EFSG offers a representative forum of European NGOs involved in food security-related issues, and acts as a reference group in promoting a structured and regular dialogue between NGOs and the European Commission. The group's work plan contains the following points:

  • Dialogue with the Commission, which is regularly invited to the meetings, on relevant agenda points and topics according to decision-making procedures ;
  • Monitoring of the budget lines, programming and execution of the Commission’s Food Aid and Food Security Programme ;
  • Follow-up of ongoing changes and reforms (decentralisation, rationalisation, etc) ;
  • Monitoring of the European commitments towards food security and the positioning of European institutions in international negotiations ;
  • Follow-up of the relevant instruments: the Commission's Communications, reporting, evaluation, guidelines, call for proposals and other framework documents affecting food security and NGOs, and all related procedures ;
  • Information sharing on processes, proposals, rules, etc.
