As this year comes to such a dramatic end, CONCORD pays tribute to the victims of the tsunami and hopes that all the deprived populations in the world will continue to enjoy international solidarity, not only in terms of humanitarian aid, but also in terms of reconstruction, prevention and economic and social development. It is a matter for all of us, whether we come from the civil society, the institutions or the private sectors.
As part of its multi-year strategy, approved in November, CONCORD is stepping up its relations with the Parliament and the European Council. There is no shortage of material. CONCORD is particularly anxious that its point of view be taken into account with regard to the financial perspectives, the coherence of the policies, security, AIDS and of course the Millennium Development Goals.
It’s been a busy summer for CONCORD and its members. With a new European Parliament and Commission, advocacy actions need to be determined. CONCORD believes it is important to raise awareness within the EU institutions on issues such as the review of the Millennium Development Goals and the Cotonou Agreement and the EU budget and the financial perspectives.
Combining technical discussions and political meetings, CONCORD is deepening its dialogue with the European institutions while at the same time conducting collective reflections on its strategy for the years ahead. Its General Assembly in June provided the opportunity to launch a process of consultation among its members which will culminate next November.
As the term of office of MEPs comes to an end, CONCORD is increasing and multiplying its activities on strategic issues: the financial perspectives, the EU elections, institutional changes, the Millennium Development Goals, HIV/AIDS and trade.
The European legislature is drawing to a close and the challenges are mounting up: financial prospects, untying of aid, decentralised co-operation, Barcelona commitments, the European elections etc … CONCORD and its members are facing up to them.

The third general assembly of CONCORD was held on 19 and 20 February 2004. It was divided into two parts and blended the statutory aspects linked to the internal organisation of CONCORD with the political dialogue with the institutions on the big issues for 2004 in order to stimulate the reflection by the NGOs on the impact of the European changes on their action and more broadly on European development policy.
CONCORD blows out its first birthday candle on 30 January. One year of research, sometimes of hesitation in the organisation, but also of genuine institutional successes and intense activities, as is demonstrated by the annual report. The General Assembly on 19 and 20 February will provide an opportunity to celebrate all this and to further strengthen the unity of the confederation.
